Early Care and Education
CED's 2002 report Preschool for All emphasized that all children deserve the opportunity to start school ready to learn, both mentally and physically. As other industrialized countries have recognized, both a child's future and a nation's economic future increasingly depends on giving children a strong start. The report calls for free, high quality preschool education on a voluntary basis for all children age 3 and over who have not yet entered kindergarten.

The 2002 report has been the catalyst for a multi-year effort to spur the expansion of pre-Kindergarten programs in the United States and to encourage business leaders around the world to support early childhood development programs.

CED followed up its 2002 report with a second report on The Economic Promise of Investing in High-Quality Preschool. We also collaborated with the Pew Charitable Trusts in the preparation of a series of working papers further exploring the economic and intergenerational impacts of early education.
